Personal Lines Claims
Now, Next and Beyond…
Personal lines claims is no longer a cost centre. It is the defining test of whether a carrier’s operating model is fit for the next decade — and the carriers investing in AI, early resolution infrastructure, and telematics-led claims intelligence are building compounding advantages that late movers will find structurally difficult to close.

THE CRISIS
A net combined ratio of 92.7 in 2025 rising to 97.1 by 2026 is not a pricing anomaly. It is the compounding output of a system under structural stress: social inflation embedding 9.2% bodily injury severity growth year-on-year, third-party litigation funding at $31 billion annually enabling plaintiffs to hold out for higher settlements, and $231–$281 billion in cumulative legal system abuse losses across U.S. property and casualty lines per Triple-I and the Casualty Actuarial Society. Rate increases bought time in 2022–2025. They did not buy a solution.
The catastrophe dimension compounds the pressure further. Total insured catastrophe losses reached $101.4 billion in 2025 per Capstone DC — including $40 billion from California wildfires and $50 billion from severe convective storms per Fitch Ratings. Construction costs are rising at 7–9% annually per Cotality. Home insurance premiums are estimated to increase 8% in both 2026 and 2027. The personal lines claim ecosystem is absorbing a price signal the market is only beginning to fully price into its operating models.
THE DIVIDE
Across 60 odd, benchmarked metrics, the performance gap between best-in-class and industry-average carriers is not one of degree. It is one of kind — and it widens every year that investment is deferred.
| Metric | Best-in-Class (Tier 1) | Industry Average (Tier 3) |
| AI utilisation in claims | 90 – 98% | 10 – 20% |
| Litigation cost per claim | $500 – $2,500 | up to $20,000 |
| FNOL to auto damage payment | 1 – 8 days | 17 – 35 days |
| FNOL to bodily injury payment | 25 – 50 days | 90 – 180 days |
| Loss ratio | 50 – 60% | 65 – 90% |
| Post-claim client retention | 90 – 100% | 70 – 75% |
| Reserve accuracy | 92 – 100% | 85 – 90% |
| Telematics integration in claims | 65 – 85% | 20 – 35% |
THE IMPERATIVES
Five investments separate the carriers that will lead the personal lines market through 2029 from those that will follow it at increasing cost:
1 Deploy AI at scale, not at the margins — Mandate straight-through processing for 40%+ of auto physical damage claims by 2027. Implement GenAI claims workbenches across the adjuster population. Deploy AI-powered legal bill review achieving 12–18% reduction on submitted defense invoices. The productivity window is open; the competitive window is closing.
2 Build early resolution infrastructure before litigation funding finds your portfolio — $31 billion in annual litigation funding is a structural feature of the claims landscape by 2029. Carriers without proactive early resolution — AI-powered risk-scoring at FNOL, pre-attorney direct settlement protocols, structured mediation pipelines — are funding that market through their combined ratios.
3 Restructure preferred networks for the electric vehicle era now, not in 2027 — EV claims cost 25–30% more than comparable ICE vehicle claims. The carriers without OEM-certified preferred EV repair networks are paying full spot-market rates on an expanding proportion of their physical damage book. The network development window is a 24–36-month project. Every quarter of delay is avoidable severity embedded in future combined ratios.
4 Treat telematics data as a claim’s asset, not just an underwriting lever — 21 million+ U.S. policyholders share telematics data today. Carriers using this data in the claims process report 10–15% lower bodily injury severity. Best-in-class carriers deploy telematics for objective fault determination, real-time crash detection, and fraud contestation. The data exists. The integration into claims workflows is the gap.
5 Close the loss ratio gap before the rate cycle turns — Home insurance premiums rising 8% annually signal a repricing window that will not remain open permanently. Carriers that have not structurally reduced claims costs through technology and programme investment by 2027 will face the next soft market with structurally elevated cost bases. The imperative is not rate. It is operational transformation that survives the rate cycle.
“The carriers who emerge from this era as structural winners will not be those who responded most dramatically to any single force. They will be those who saw the system changing most clearly — and invested with the most discipline across all five dimensions simultaneously.”
